The Hague Apostille Convention entered into force for Vietnam on September 11, 2026. Vietnam deposited its instrument of accession on December 31, 2025, and the Convention took effect for it on the date above.
What changed
Vietnam is now a Contracting Party to the Convention. For documents moving between Convention countries, an apostille issued by the competent authority in the country where the document originated replaces the chain of consular legalization. According to the Hague Conference on Private International Law (HCCH), Vietnam’s accession brought the Convention to 129 Contracting Parties at the time of its announcement.
Who this affects
Anyone sending U.S. public documents to Vietnam: birth and marriage certificates, diplomas, FBI background checks, powers of attorney and similar papers for work, study, marriage or family matters. Documents that previously needed legalization through a Vietnamese consulate may now be eligible for an apostille instead.
What is confirmed and what is not
Confirmed by the HCCH: the accession, the deposit date and the September 11, 2026 entry-into-force date.
Not confirmed by us: how Vietnamese agencies are handling documents in practice, and whether any transitional rules apply to documents issued or legalized before September 11. We also have not independently confirmed the Convention’s status between the United States and Vietnam; the HCCH status table is the place to check that. Do not assume every Vietnamese office has updated its intake requirements yet.
What to do
- Ask the Vietnamese agency, employer or school receiving the document whether it will accept an apostille and whether it needs a Vietnamese translation.
- Keep any old legalization instructions you were given, but confirm them before acting on them.
- Remember that the apostille comes from the office that handles the document: the issuing state for state-level documents, and the U.S. Department of State for federal ones.
