Georgia is the state where people most often send documents to the wrong office. Apostilles here are not issued by the Secretary of State but by the Georgia Superior Court Clerks’ Cooperative Authority, the GSCCCA, in Atlanta. It is the only body the State Department recognises for Georgia apostilles.

The upside is that Georgia has no county step. The GSCCCA keeps the statewide notary records itself, so a document notarized by a Georgia notary goes straight to it without a stop at the clerk of superior court first.

Georgia-specific things worth knowing

  • Not the Secretary of State. A request posted to the Secretary of State is returned. The GSCCCA issues every Georgia apostille.
  • No county certification needed for a notarized document, despite what some guides say.
  • State or county vital records both work, though the GSCCCA prefers copies issued since 2000, when it can verify the registrar’s signature reliably.
  • Marriage records come from the probate court in the county where the licence was issued.
  • The notary must be commissioned in Georgia. A document notarized across a state line goes to that state instead.
  • Federal documents never go to GSCCCA, not the SOS. An FBI background check, IRS letter or naturalization certificate is apostilled by the U.S. Department of State. See federal apostille.
